- Check local COVID-19 transmission levels and current public-health rules — Use local health authority data and regulations.
- Assess the venue layout, ventilation and likely crowd flow — Prefer outdoor, well-ventilated areas and clear one-way flows.
- Estimate attendee density and peak occupancy times — Map where and when crowds will cluster to target controls.
- Plan screening, access controls, and ticketing to limit exposure — Decide on pre-registration, timed entries, and capacity caps.
