  1. Define objectives and scope for the AAR — State what you will review and the limits of the session.
  2. Identify the timeframe and events to review — Pick dates and key incidents or phases to focus on.
  3. Agree on the desired outcomes of the review — Decide what decisions or products you want by the end.
  4. Select participants needed for the review — List roles needed: incident managers, clinicians, labs, logistics.
  5. Invite cross‑sector stakeholders in advance — Send invites with purpose, agenda and time zones.
  6. Include community or patient representatives — Add perspectives from affected communities where possible.
  7. Assign roles and responsibilities — Clarify who will lead, take notes, and follow up.
  8. Designate a facilitator and a note‑taker — Pick someone neutral to guide discussion and record decisions.
  9. Assign topic leads for each subject area — Give each topic a lead to present evidence and guide discussion.
  10. Choose the online/hybrid platform and required features — Ensure breakout rooms, screen sharing and recording are available.

  12. Share data, evidence and pre‑read materials before the meeting — Send key reports and a short brief at least 48 hours ahead.
  13. Set ground rules and confidentiality expectations — Agree on respectful discussion, privacy and no‑blame language.
  14. Use structured review questions, record lessons, and agree actions — Ask what went well, what should change, and assign owners with deadlines.
